Conduit Mare Classification B, BP, IS, ect?

I understand the basic principles of the conduit mare classification, but I am not sure I completely understand how the classifications are determined. It appears that some are deemed a BP because those two categories are the highest, but in other cases the highest or two highest categories are not the classification the horse recieves. Thank you for any info about this.

it uses a count affect of tail female on both sire and dam side and giving a class double one and add up then divided 1 side of the C from the other. there is a set formula then an index of 1 = balance of speed and stamina. he has a work sheet that goes along with his book
1) Bx2 + I + C =
2) Px2 + S + C =

divid 2 into 1 = Index
